The bill provides $46.1 billion in funding for housing programs, a $4.5 billion and more than ten percent increase from fiscal year 2009 funding levels.[1] All programs received increases in funding, except the HOME program, which was funded at the previous year’s levels.[2] Funding increases to aid low-income people include:
- Housing Vouchers and Voucher Renewals: $18.18 billion for housing vouchers, which includes $16.3 billion for voucher renewals, amounts probably sufficient to renew all vouchers used by families in 2009.[3]
- Section 8 Project-Based Rental Assistance: a nearly 15% increase from 2009 funding.[4]
- Public Housing Operating Fund: a 7% increase from 2009 funding and the first time fully funded since 2002.[5]
- Public Housing Capital Fund: an approximate 2% increase from 2009 funding.[6]
- HOPE VI Program: over 60% increase from 2009 funding, with $65 million of the $200 million appropriated to fund the Choice Neighborhood Initiative.[7]
- Community Development Block Grants: a 15% increase from 2009 funding.[8]
- Homeless Assistance Grants: a 10% increase from 2009 funding.[9]
- Section 202 and Section 811 Programs: a nearly 8% and 25% increase from 2009 funding, respectively.[10]
- Housing Opportunities for People with AIDS (HOPWA) Program: an 8% increase from 2009 funding.[11]
