This concurrent resolution would have directed the Clerk of the House of Representatives to amend the fiscal year 2011 spending bill, H.R. 1473, to block funding for Planned Parenthood Federation of America, Inc. and any of Planned Parenthoods affiliates.[1] Planned Parenthood and its affiliates provide vital reproductive health care, sex education, and information to millions of women, men, and young people.[2] More than 90 percent of the health care that Planned Parenthood offers is preventative.[3] Federal law already bars the organization from spending federal money on abortion services.[4]
Planned Parenthood health centers play a critical role in providing primary and preventative health care to millions of low-income Americans.[5] These individuals rely on Planned Parenthood for family planning, HIV counseling, treatment for sexually transmitted diseases, cancer screenings, and other reproductive and sexual health care services.[6]
Planned Parenthood is the only source of health care for many low-income and uninsured women.[7] Under the concurrent resolution, approximately 1.4 million Medicaid patients would have lost access to their primary health care provider.[8] The elimination of all federal funding for Planned Parenthood would have jeopardized the health of millions of low-income individuals.
The concurrent resolution did not receive the 3/5 vote required for passage.[9] The Senate vote occurred later in the same day that the House passed this concurrent resolution.
